The Homeless Leadership Alliance of Pinellas (HLA) is currently hiring a Director of Quality and Performance Improvement to oversee all performance and quality assurance activity for both the CoC and HLA.
The Director of Quality and Performance Improvement manages and coordinates efforts across the Pinellas Continuum of Care (CoC) to ensure that performance management and quality improvement programs are developed and managed using a data-driven focus that sets priorities for improvements aligned with ongoing strategic imperatives. This individual will develop and communicate the strategic vision, scope, and mission of the performance management system, assuring CoC initiatives are focused and aligned, improving operational and program efficiencies and effectiveness; participate in strategic planning; provide leadership for System Performance and Quality Assurance/Improvement policy development; coordinates improving the CoC’s core functions, evaluating the impact that system improvements have on preventing and ending homelessness. The Director of Quality and Performance Improvement is also responsible for developing, publishing, and reporting monthly, quarterly, and annual system performance data reports; establishing and monitoring system-wide data benchmarks; and monitoring and evaluating all CoC-funded projects.

Duties and Responsibilities:
Builds, directs, manages, and ensures implementation and effectiveness of the local CoC’s performance management and improvement system by completing monitoring visits on all continuum of care and emergency grant funded projects and providing reports summarizing the findings and recommendations.
Oversees the performance management and improvement process that leads to a positive and measurable impact on the homeless services system.
Develops, implements, and manages processes to ensure that CoC and HLA processes meet required specifications for quality, function, and reliability prior to delivery.
Communicates the strategic vision, scope and mission of performance and quality improvement management to CoC members and providers and HLA staff.
Identifies and analyzes issues, barriers, gaps, and other problems, particularly when problems recur in the homeless crisis response system and recommends and facilitates solutions to these issues. Coordinates adaptive solution processes and participates in adaptive solution teams.
Assists with the development of the annual Continuum of Care application Notice of Funding Opportunity (NOFO) and other grant applications, as directed.
Coordinates the Data and System Performance (DSP) and the Diversity, Equity and Inclusion (DEI) Committees; develops and analyzes performance improvement data for the Committees; designs and implements the necessary DSP and DEI processes and systems with the assistance of the DSP and DEI Committee members.
Researches and designs appropriate, organization-wide performance measures and reporting tools and works with the Homeless Management information System staff and DSP Committee for the development of monthly dashboard reports related to project and system performance for distribution to the CoC Board, Funder’s Council and Provider’s Council, and the HLA website.
Responsible for increasing the performance management and quality improvement capacity of the organization to ensure that federal, state, and local goals and priorities in the homeless services system are effectively and efficiently met.
Responsible for increasing the organization’s capacity to evaluate and improve the effectiveness of their policies, partnerships, programs, use of resources, and the impact of the system improvement strategies on homeless communities.
Establishes a system for monitoring and reporting on organizational performance and continuous quality improvement efforts and regularly reports on the status of performance and quality improvement efforts and impacts.
Coordinates and prepares a local annual accountability report.
Makes recommendations for future systemwide improvements based on the data.
Conducts the search for best performance and quality improvement practices and suggests areas for implementation of best practices that lead to better system outcomes.
Participates in Emergency Management activities, as needed.
Performs other duties and projects to assist in the efficiency and success of the Continuum of Care, as assigned.
Requirements:
Bachelor’s degree from a four-year college or university is required. A Masters Degree is preferred.
A minimum of three years of experience in research, program evaluation, and/or human service evaluation is required.
A minimum of three years of experience in program management, planning, and preparing public policy analysis, including interpreting statistics, evaluating research studies, and preparing comprehensive reports related to the policy issues is required.
Demonstrated experience in mediation, trauma informed care, conflict resolution, motivational interviewing, negotiation, active listening, and strength-based approach. Specialized trainings in crisis mitigation, progressive engagement, and harm reduction strategies preferred.
Knowledge of principles and practices of methods for collecting and analyzing data and preparing reports.
Must have strong analytical and effective communication skills to be able to interpret performance outcome data correctly and explain it succinctly to the HLA and its Councils, staff, service providers, and the community at large.

Ability to exercise sound judgement in decision making.
